Pour the sugar and water into a large sauce pan or pot and heat to medium. Stir constantly until sugar bubbles and melts completely. Stir in coconut cream, milk, salt, and vanilla and heat to a rolling boil. Keep stirring constantly for about 10 to 15 minutes, until mixture reaches desired thickness and turns dark in color. Serve warm. Makes about 1/2 cup, serve 1 tablespoon per person.
