For the Buttercream Frosting
Prepare the cupcakes: Preheat the oven to 350°F and move the oven rack to the lower third of the oven. Line a muffin pan with baking cups; set aside. In a large mixing bowl, combine melted butter, eggs, milk and cake mix; whisk until smooth. Add 4 matcha packets to bowl and whisk to combine.
Using a serving spoon or ice cream scoop, fill baking cups 2/3 full with matcha cake batter. Place pan in oven and bake for 15-17 minutes, or until a toothpick inserted in the center comes out clean. Remove pan from from oven and allow cupcakes to cool completely before frosting.
Prepare the frosting: While cupcakes are baking, in the bowl of an electric mixer with paddle attachment (or in a bowl with a hand mixer), beat softened butter on medium speed until smooth. Reduce speed to medium low and add powdered sugar to bowl in 1/2 cup increments, mixing thoroughly between additions. Scrape bowl with a spatula. Add milk and 1 1/2 matcha packets to bowl and beat on medium-low speed to combine. Using a spatula, generously frost cooled cupcakes and sprinkle with remaining matcha powder. Enjoy immediately!
